CRM2016: Turning CBA on then doing an IISRESET or recycle of the apppool causes a long delay in getting a successful log on.

When I enable CBA on CRM2016 and either cycle the APPPOOL or do the IISRESET no one can log on for about 15-20minutes.

I just installed KB3133963 - CRM2016 .01 on our dev and now it is acting the same way.
