Can i create own rest services using GP Assemblies using .net WEB API ..?

Hi there ,

Is it possible to create Own rest services using Dynamic GP 2015 assembles , i tried but unable to run the project . Is there any alternate way to create rest service( as we don't want install GP web services ) . Can anybody guide me please how to approach .
