HTTP Error 503. The service is unavailable , after installing VM with dynamic nav 2016 http://localhost:8080/NAV/WebClient

I have configured a vm with dynamic nav 2016 instance .

after the installation done  , I tried to access  http\\localhost:8080\nav\webclient

 I got the following error :

HTTP error 503 : the service is unavailable
